James D. Massie
Jim Massie has represented business interests before the U.S. government since 1977 and has been a registered
lobbyist since 1981. During his career, Jim has developed an extensive network of contacts with Members of Congress and their staff. Jim's practice and expertise focuses on environmental,
energy, tax and health care policy.
Before co-founding Alpine Group, Inc., Mr. Massie served as Senior Vice President of R. Duffy Wall and
Associates, a Washington based government affairs consulting company. Prior to his tenure with RDW&A, he served as Vice President of Freeport McMoRan, Inc., an international natural
resources company, conducting its tax and environmental legislative efforts.

Greg Means
Greg Means has been involved in Washington politics since the early 1980's when he first worked on Capitol
Hill.
During his eight-year tenure on the Hill, he served as Chief of Staff for Congressman Dennis E. Eckart (D-OH), a member of the powerful House Energy and Commerce Committee. Mr. Means also served as the Staff Director for the House Small Business Subcommittee on Deregulation and Privatization and has an extensive knowledge of energy, environment, telecommunications, and federal appropriations issues.
In addition to his Capitol Hill experience, Mr. Means has managed and consulted for successful House campaigns
in several states including Ohio and Arkansas (his native state). He has also been featured in Campaign magazine for his distinguished campaign work.
Prior to co-founding Alpine Group, Inc., he created Greg Means and Associates, an independent, progressive
consulting firm providing strategic and tactical political advice to various clients. This firm was acquired by R. Duffy Wall and Associates, where Mr. Means later served as Vice President. gmeans@alpinegroup.com

Rhod Shaw
Rhod Shaw brings over 17 years of high-level government experience to the firm. He served as Chief of
Staff/Legislative Director for U.S. Representative James Hayes for seven years and also served in the same capacities for U.S. Representative Sherrod Brown for three years, initially achieving those
responsibilities at age 23. For both Members of Congress, Mr. Shaw served as their most senior political and legislative advisor on all major initiatives pending before Congress.
For the past seven years, Mr. Shaw has successfully represented a diverse group of various Fortune 500
companies, major international technology companies, telecommunications interests, entertainment industries, energy companies, financial institutions, manufacturers, trade associations, and several
major policy coalitions on matters pending before the legislative and executive branches of government. His experience includes creating and implementing comprehensive legislative and
grassroots action plans as well as providing clients with critical strategic advice.
During his tenure in Washington both as senior policy staff on Capitol Hill and as an outside consultant, Mr.
Shaw has been extensively involved in the development of numerous landmark pieces of legislation.
Mr. Shaw crafted nationally acclaimed wetlands reform and land use legislation while serving Representative Hayes, a member of the House Transportation & Infrastructure Committee, and has been engaged in the debate and enactment of several other historic legislative initiatives. Mr. Shaw has extensive experience working with the Congress in crafting a new comprehensive energy policy, focusing on the Federal Power Act and the associated issues affecting the development of new generation, transmission siting and rates, as well as all matters affecting the wholesale electricity market. In addition, he has worked on fuel efficiency standards, pipeline safety, technology R&D, and various exploration and production issues. His expertise also includes the Clean Air Act, covering issues such as New Source Review, Ambient Air Quality Standards, Regional Haze standards, and emission credits.
In addition, Mr. Shaw served Representative Brown, a member of the House Energy & Commerce Committee,
during the development and passage of the groundbreaking Telecommunications Act of 1996, and has been engaged in the debate and enactment of several other historic legislative initiatives including
the Digital Millennium Copyright Act, the Satellite Home Viewer Act, as well as other laws affecting privacy, e-commerce, e-signatures, cybersecurity, internet access, rural deployment of broadband
services, television programming, and internet property law.
Prior to joining the Alpine Group as a partner, Mr. Shaw served as a senior manager for Van Ness Feldman.

Richard C. White
Richard White began his Washington career in 1988 working for the late Senator John Chafee (R-RI).
During Mr. White's tenure with the Senator he served as Legislative Coordinator focusing on health care, tax, environment and campaign finance issues and as Field Director of Senator Chafee's 1988 re-election campaign. He later served as Campaign Manager of Fred Lippitt's 1990 bid for Mayor of Providence, Rhode Island. In addition, Mr. White served as a legal intern at the Office of Management and Budget in the Health and Income Maintenance Division, where he conducted research on Medicaid issues.
At the Alpine Group, Mr. White focuses on health care policy, financial services, and nuclear issues. In
the health care practice area, he has represented clients on FDA, Medicare reimbursement and nuclear regulatory issues related to the manufacturing and regulation of radiopharmaceuticals. The
firm's health care clients include manufacturers of radiopharmaceuticals, contrast media agents and traditional pharmaceuticals.
Rich also has extensive experience organizing and administering small health care trade associations.
Additionally, he has represented for the past six years one of America's largest life insurance companies on issues involving financial services reform, electronic commerce, tort reform and tax law.
Prior to co-founding Alpine Group, Inc. in 1996, Mr. White was a Senior Associate with R. Duffy Wall and
Associates, a government affairs consulting firm located in Washington, D.C. He received his BA from Franklin and Marshall College and his J.D. from the Columbus School of Law at Catholic
University where he was a recipient of the Dulin and Haynes Law and Public Policy Scholarship Award. richw@alpinegroup.com
